1Co 1:1 Paul, called to be an apostle of Jesus Christ through the
will of God, and Sosthenes our brother,
1Co 1:2 Unto the church of God which is at Corinth, to them that are
sanctified in Christ Jesus, called to be saints, with all that in every
place call upon the name of Jesus Christ our Lord, both theirs and ours:
>From Paul's greeting to the church at Corinth, we glean that the letter
was written to the whole Church, not just the Elders.Although it is the
Elders job to see to the Spiritual condition of the Church, they are
there because the Assembly recognized them as having the qualifications
to be elders.
1Ti 3:1 This is a true saying, If a man desire the office of a
bishop, he desireth a good work.
1Ti 3:2 A bishop then must be blameless, the husband of one
wife, vigilant, sober, of good behaviour, given to hospitality, apt to
teach;
1Ti 3:3 Not given to wine, no striker, not greedy of filthy
lucre; but patient, not a brawler, not covetous;
1Ti 3:4 One that ruleth well his own house, having his children
in subjection with all gravity;
1Ti 3:5 (For if a man know not how to rule his own house, how
shall he take care of the church of God?)
1Ti 3:6 Not a novice, lest being lifted up with pride he fall
into the condemnation of the devil.
1Ti 3:7 Moreover he must have a good report of them which are
without; lest he fall into reproach and the snare of the devil.
The condition of the Church at Corinth was that of a Worldly Church,
where physical needs was more important then spiritual. The Breaking of
Bread meeting was in Shambles, there was fornication within the Assembly
that was not dealt with by the assembly. Paul, as a outsider to that
Assembly, wrote to the Assembly that they must AS a full assembly, meet
together to deal with this matter. (In the name of our Lord Jesus
Christ, when ye are gathered together) It is the responsibility for the
Elders to initiate this meeting, and exercise discipline in this matter.
If this was a spiritual Assembly, the matter should have been dealt with
with the person concerned as soon as it happened, but now the whole
Assembly was tainted with his sin, and as such, had to be dealt with
publicly.
We see in 2 Cor 2 v 5 - 10 that this brother was restored to fellowship,
as he repented of his sin, and dealt with it.
Although Paul had judged this matter, ( it was not just a rumor from
Corinth, but a known fact) it was up to the Church at Corinth to
exercise judgment.

We can see from the above passage that the Apostle himself had already
judged this matter. But, that wasn't enough. Would it have been enough
IF he had joined with several other Apostles in rendering his decision?
Note the underlined portion. Is this Letter written to the Elders? or
is it written to the assembly? For example, can 3 elders put someone
out of fellowship, or is an action by the entire assembly required?
btw, if you think this was just written to the elders, then the
fornication was among them.
